Massachusetts and California in New Online Gambling Legalization Drives
Once again, the online gambling prospects in the state of California look brighter with the launch of another two legislative proposals, both introduced by the same politicians who attempted to legalize intrastate online poker last year. Namely, in December 2012 Sen. Rod Wright launched SB51 which is due for hearing in March 2013. This bill was originally designated as an “urgency statute,” which means that if it earns a two-thirds majority vote, it could enter into force immediately. SB51 is now accompanied by state Sen. Lou Correa's SB678 which seeks to regulate and licensing of online poker operators in California under the supervision of the California Gambling Control Commission, setting out the criteria for acceptance and putting the commission in charge of drafting the necessary regulations and setting up a system for licensing and regulation. In related news, the state of Massachusetts is pushing its internet gambling legalization forward, with the introduction of two bills to the Legislature - S101 by Senator Jennifer Flanagan, and S197 by Sen. Bruce Tarr. While Flanagan's proposal aims at allowing the online intrastate sale of state lottery tickets and games such as keno or scratchcard slots, containing a provision for interstate agreements, Tarr's bill aims at giving the Massachusetts Gaming Commission the authority to license and regulate operators who want to access the state's online gambling market. The Tarr measure also seeks to protect the lottery by insisting that different games be offered, and in addition, it allows for interstate compacts.
